These, especially the CDF funds meant to develop tax payers constituencies, were previously dished out to MP's who would walk out of Kenyan banks with cash filled duffle bags. It's all legal robbery since you can hardly distinguish MP's from local thugs. The Kenyan Government is to spend Sh600 million in the implementation of a centralized electronic information tracking system. The amount to be used over five years will enable Government set up a National Integrated Monitoring and Evaluation System (Nimes) by January. In addition, the Government will also spend another Sh80 million to set up a Monitoring and Evaluation Directorate (MED) at the Ministry of Planning and National Development. The moves are expected to improve information gathering and use in Government.
